Anhui Province Launches Comprehensive Environmental Rectification for Concrete Mixing Plants
The Anhui Provincial Department of Housing and Urban-Rural Development has announced a special action for the comprehensive environmental rectification of ready-mixed concrete mixing plants this year, identifying a total of 382 issues. In response, the provincial department has mandated local authorities to expedite rectifications and strengthen environmental governance of concrete mixing plants, actively promoting the construction of green concrete mixing plants.
Starting from April 20, the Provincial Department of Housing and Urban-Rural Development, in collaboration with the Provincial Department of Ecology and Environment, established four inspection teams to conduct comprehensive inspections across the province's 16 municipalities. A total of 96 ready-mixed concrete mixing plants were randomly selected for on-site supervision and inspection. This inspection uncovered 382 issues, resulting in the issuance of 16 "Problem Transfer Lists" and 3 "Law Enforcement Recommendations" to municipal housing and urban-rural development departments, urging them to supervise rectifications and report within a specified timeframe.
The inspections revealed several issues: inadequate refined management by local authorities, lax environmental acceptance checks, insufficient inter-departmental coordination, incomplete mechanisms for comprehensive environmental management, subpar implementation of environmental rectification measures, and low quality of rectification work.
In light of these findings, the Provincial Department of Housing and Urban-Rural Development has instructed local housing and urban-rural development authorities to promptly address the issues listed in the inspection feedback. For those plants issued with law enforcement recommendations, thorough investigations must be conducted, and violations should be strictly handled according to the law. Additionally, local authorities are urged to further enhance the comprehensive environmental governance of concrete mixing plants, achieving dynamic and long-term management, and actively promoting the construction of green concrete mixing plants.
The Provincial Department of Housing and Urban-Rural Development will continue to intensify supervision during and after the event, strengthening dynamic regulation of concrete mixing plants. They will organize follow-up inspections to review the issues identified and the effectiveness of rectifications. Those failing to make adequate corrections will face severe consequences.
